Call animal control. I know someone who tried to handle a racoon situation himself and the animal attacked him. If I had to pick one of your options, off with his head!Evil raccoon?
turn it in to animal control or just set a trap for it next time it comes so that it can learn a lesson

Stop putting food out, eventually it will go away, and call animal control. Raccons can be very dangerous when cornered.
If you do either of these actions even though it is a wild animal it counts as animal cruelty and if you catch it which is highly unlikely it will bite you and you will need rabie shots if you dont get those you could die. So trying to kill the raccoon may kill you in the process.
remember the story of the guy who tried to set a rodent on fire in his backyard, and then it ran back inside his house and set the whole place on fire.
