They are wild animals despite the fact that they are cute. They have to live outdoors. They can be vicious of attacked. Very sharp claws and teeth.
By and large racoons are not domesticated animals. The call of the wild lives large in them. The best thing you could do is to train it to forage for itself without human aid and return it to the wild.

No I don't believe it is legal. What state are you in anyway? And no it would not make a good pet. Wild animals do NOT make good pets at all. Stick to dogs, cats, fish etc.
