Is it illegal to kill these raccoons?

At my school.. a friend of mine found a raccoon (mom) and a 2 baby raccoons in a sewage drain! There was this other boy that was threatening to pelt it with rocks cause he is 'allergic'.. and these raccoons haven't done anything wrong! And they also haven't even caused any mishap or damaged anything at all! So I want to know how if it is really illegal to kill these poor raccoons! Is it illegal to kill these raccoons?
If they are in a storm drain the city will want to know so they can trap and relocate them. Plugged drains cause flooded streets and erosion damage because the water needs somewhere to go. Call your city's public works department and let them deal with the critters.

Pelting them with rocks probably won't kill them because the coons won't stick around to get repeatedly hit. They will retreat further up the drain pipe where your friend won't be able to get at them. Whether it kills them or not hitting them with rocks is cruelty to animals and will get the boy in trouble. Why does he think he is allergic to raccoons. Has he been exposed to them and had a reaction? I doubt it.Is it illegal to kill these raccoons?
First off I have a question for you:

In what state or country do you live, because some countries have different rules about wild life.

So I can only respond to an answer that is about the USA.

If you are in the USA, the answer is:

';Yes it is illegal to kill these raccoons';.

You can call fish and wild life or fish and game (they are in the phone book) or you could even call the local dog catcher to ask who handles wild critters.

You can ask to have them relocated if there is going to be a problem with these animals coming to harm but they may tell you to just leave them be, because many wild critter live in city and in urban areas and raccoons are one of them.

I hope this helps.
In most states it is illegal to kill most wildlife without a permit from that states Fish and Wildlife Resource Agency. The only exception would be if they are a nuisance like tearing up your house or getting into your garbage but even under those conditions some states don't allow you to kill them.
It is, it's called animal cruelty. Why couldn't he just walk away from the raccoons. You should tell an authority figure next time he does it.
